Situation where the allocation of resources reflects only consumer preferences and not those proposed by third parties (eg doctors, politicians, etc.). Although there are many choices in the health field which are the sole responsibility of the consumer (eg initial contact with the doctor in a state of illness) it is difficult to state that the consumer is sovereign in the healthcare market.
